When NGA was developing a set of principles
and standards to be used on a national scope, we realized it was
necessary to review and consider the tremendous variety of terms
that were currently in use throughout the country. Our concerns
with these differences and possible misinterpretation of principles
and concepts led to the development of this set of terms and definitions.
